HAGERSTOWN- A Hagerstown Police Department Officer has been cleared for any ill effects he may have suffered during a chase through the city that saw someone throw pills containing suspected fentanyl at them.
On February 4, 2025 the Washington County Narcotics Task Force was conducting surveillance and observed suspicious activity that alerted Agents to suspected Controlled Dangerous Substance distribution. After observing these activities, Agents requested uniformed units to respond to the area to assist with the investigation. When uniformed officers from the Hagerstown Police Department responded to the area to assist, they saw a traffic violation and conducted a stop of the vehicle.
During the course of the traffic stop officers identified the driver as Wesley Antonio Fulgham (age 35 of Baltimore, MD) and the passenger as Levar Atturra Octavion Cooper (age 30 of Hanover, MD). While performing the stop, an MSP Trooper responded to the scene and utilized his K-9 partner to conduct a scan of the vehicle. When the K-9 gave a positive alert to the presence of the odor of narcotics, officers asked the passenger (Cooper), to remove his hands from his pockets. Cooper then fled from the scene on foot.
While running from officers, Hagerstown PD offices say Cooper began to throw gel capsules to the ground, in the air, and on passing vehicles attempting to destroy the suspected narcotics. One of the officers pursuing him was struck by a large amount of airborne powder that was coming from the discarded capsules. This powder struck the officer in the face and chest area exposing him to the substance. The officer was later checked over and decontaminated by Community Rescue Services. The officer did not need further treatment and was not hospitalized.
Officers were able to catch Cooper and place him under arrest after the foot pursuit. Agents and officers recovered approximately 84 gel capsules containing suspected fentanyl. A subsequent search of the vehicle revealed additional suspected fentanyl and digital scales used to weigh the substances for retail sale along with other packaging and related paraphernalia. US currency was also seized.
